Targeting in Multi-Domain Operations: A Proposal to Update the U.S. Army’s Targeting Process for the Modern Operating Environment

A new process adopting Dr. Joseph Strange’s center of gravity approach will provide a way to defeat enemy combat power and provide freedom of action across and throughout the domains. The U.S. Army should adopt Dr. Strange’s center of gravity method and adjust doctrine to update the targeting methodology in the Military Decision-Making Process.

This research seeks to determine how cyberwarfare applied through the lens of operational art contributes to cross domain synergy within the context of multi-domain battle. Cyber and EW capabilities are critical to enable operational commanders the opportunity to create temporary windows of advantage, shape the deep fight, control tempo of multi-domain operations, and arrange cyber effects in time and space to achieve strategic objectives.

There is still much work needed for U.S. forces to not be hamstrung by the capabilities of peer and near-peer competitors. China over the last decade has become a peer adversary. Much of this change in status is due to its investment in emerging technologies, specifically huge strides in space launch and spacecraft capabilities. Of concern is emerging counter-space capabilities.
